Achievement For Excellence in Financial Reporting Program of the Government Finance Officers Association <br /> of the United States and Canada. That nationally recognized program provides for an independent review of <br /> the City's CAAFR to determine its compliance with generally accepted accounting principles and financial <br /> reporting standards. The Certificate of Achievement is the highest form of recognition in the area of <br /> governmental accounting and financial reporting. The City has received the Certificate for its CAAFR each <br /> year since 1988. <br /> PROGRAM QBJE TIVES :.......:<:_: <br /> 1) Establish and maintain all necessary schedules and work sheets and financial records required for <br /> preparation of the CAAFR and the annual audit. <br /> -)Ensure legal-compliance of the City's financial-transactions. <br /> 3)Ensure that the City's CAAFR is prepared according to generally accepted accounting principles. <br /> 4)Prepare the City's CAAFR in a manner which meets the needs of the various users of the CAAFR. <br /> • <br /> 19 5 PROG ,AM PERFORM TCE MEAfSURES <br /> 1) Conduct pre audit conference with auditors during September. <br /> 2) Complete preparation of preliminary CAAFR and audit work papers by February 28. <br /> 3) Complete preparation of CAAFR by May 15. <br /> 4) Present CAAFR to City Council and have auditors present their management report and recommendations <br /> to the City Council no later than June 15. <br /> 5) Prepare City Financial Reporting Form and submit to Office of the State Auditor along with CAAFR no <br /> later than June 30. <br /> 6)Submit CAAFR to the Government Finance Officers Association Certificate of Achievement For Excellence <br /> in Financial Reporting Program no later than June 30. <br />
