O'Meara: <br /> Thank you for your letter regarding the proposed Mounds View Tax <br /> Increment and Development District Plans and Amendments . <br /> The Ramsey County Board has considered the issue of Tax Increment <br /> Financing ( TIF ) on a number of occasions , the most recent being in April <br /> and May of 1993 . At that time, the Board reaffirmed their concern that <br /> reliance on TIF adversely affects the County' s property tax base and <br /> artificially inflates the property taxes of those properties that are <br /> not included in the TIF plan. <br /> The Ramsey County Board continues to desire greater County Board <br /> involvement in TIF decisions and the process of decision making; <br /> management of the growth in the use of TIF within Ramsey County; and <br /> limitations on the impact of TIF on the property tax base in Ramsey <br /> County. <br /> The attached resolutions ( 82-734 and 93-215 ) express the Board' s concern <br /> regarding TIF and their positions concerning proposals to change <br /> existing legislation relating to it.
