Building Permits. <br /> Before proceeding with the construction, enlargement, <br /> alteration, repair, moving, improvement, removal, conversion, or <br /> demolition of any building or structure, the owner or his agent <br /> shall first obtain a permit for such purpose from the Building <br /> Inspector. Upon the recommendation of the Clerk-Administrator, the <br /> Council shall designate all work for which permits shall be <br /> required under the provision of the Code. <br /> 59 . 02 . Permit Fees. <br /> (1) A permit fee, established from time to time by resolution <br /> of the Council, shall be paid to the Municipality prior <br /> to the <br /> issuance of any permit herein prescribed. The permit fee does not <br /> include the cost of any outside expenses the Municipality may incur <br /> related to the review, inspection, or enforcementlegal orf th permitt <br /> such as those for soil test, planning, <br /> ing <br /> consultants. The owner or agent shall make payment for all such <br /> expenses when billed therefor by the Municipality. <br /> (2) Should any person, firm or corporation begin work of any <br /> kind such as hereinafter set forth or for which a permit from the <br /> Municipality is required by the Building Code without having first <br /> secured the necessary permit from the Municipality for so doing, he <br /> shall, when subsequently securing such permit. <br /> (3) Building valuation for the purpose of establishing <br /> building permit fees shall be as adopted by the City Council by <br /> resolution and may be amended from time to time. Valuation for <br /> alterations, repairs or extensions shall be determined by the <br /> building inspector based on his estimate inof the materials cost and <br /> the labor cost to put the construction <br /> 59 . 03 . Types of Work Requiring a Permit. <br /> Subdivision 1. Permit Not Required. A building permit and <br /> permit fee shall not be required <br /> 1 thefollowing which will require <br /> oa <br /> less than $350.00 except <br /> permit regardless of the valuation of the work: <br /> (1) that any proposed work that will alter the structural <br /> framework or change the use or occupancy. of any existing building.L <br /> (2) any proposed fence as set forth in Subdivision 2, <br /> paragraph (8) belowl shall require a permit regardless of <br /> valuation. <br /> (3) land alteration impacting the surface drainage system of <br /> the City. <br /> 59 - 1 <br />
