STAFF REPORT <br /> PAGE THREE <br /> JUNE 1, 1994 <br /> A committee was named, consisting of myself, Mark Sather of White <br /> Bear Lake and Steve Sarkozy of Roseville. Our charge is to develop <br /> an allocation process prior to the November notices for the 1995 <br /> application process. <br /> Council Direction <br /> Based on the information that Denise will provide regarding the <br /> County Board's position and the 3 year clause, the Council is being <br /> asked to consider signing the attachment amendment thereby <br /> remaining in the County entitlement program for at least one year <br /> and possibly three years. <br /> If the City "opts" out of the County entitlement and other cities <br /> do not, Ramsey County will still receive their entitlement if they <br /> secure the 100, 000 population dedication. <br /> Although the City would not be able to participate in the County <br /> program, it could participate in the State entitlement program <br /> which is a competitive process. It is my understanding from talking <br /> with other city officials that the majority of the State's money is <br /> allocated "outstate" because a city's low-mod income level must be <br /> at 51% or greater. There isn't a Ramsey County city that would <br /> qualify under this restriction. <br /> Staff is seeking Council direction as to the continued <br /> participation in the Ramsey County program. <br />
