E:mlanatioriSummary (attach supplement sheets as necessary.) ,cT Ally; Attached for formal introduction tonight is Ordinance No. 542, which would establish an Economic Development Commission made up of members of the community and business representatives at the appointment of the President of the Economic Development Authority with the approval of the Authority Board of Commissioners. The definition of"qualified" in Section 408.03, subdivision 1 was discussed at the June 6, 1994 work session. "Qualified", defined in 1988 Code, section 32.03, reads "no person shall be appointed with private or personal interest likely to conflict with the general public interest." Therefore, there is no indication that "qualified" refers to a requirement for residency in Mounds View and business representative would be qualified to serve as commissioners as long as they had no conflicting interest.
