ExpianationiSusmary (attach supplement sheet as necessary.) STTMMARy; Since 1985, the City of Mounds View has participated in the Community. Development Block Grant Program through Ramsey County. By participating in this program, Mounds View's population contribution helps Ramsey County to reapply as an Entitlement County through the Department of Housing and Urban Development. The County once again has requested the participation of Mounds View. Approving the Amendment will provide the City with an opportunity to participate in the CDBG program with other Ramsey County cities. The term of the Agreement is 3 years. The City may, at any time, "opt" out of the Ramsey County program, and participate on a State-wide competitive basis. However, opportunities for funding through the : State program are very limited. • Although not included .in the Amendment, Ramsey County and the participating cities have agreed to restructure the process by which cities receive CDBG funds. The goal is to develop an allotment structure in which individual cities receive an annual allotment for use within their city. The current system of competitive application has been very unsatisfactory to many Ramsey County cities. An individual allotment process currently exists in Anoka and Hennepin counties. A structure designed with individual allotments would provide each Ramsey County city with a pre-determine level of funding with which to initiate and complete economic development and social service programs which benefit low and moderate income residents. It represents a fair and equitable method of distributing the funding to all communities rather than a select few.
