By participating in <br /> this program, Mounds View's population contribution helps Ramsey County to <br /> reapply as an Entitlement County through the Department of Housing and <br /> Urban Development. <br /> The County once again has requested the participation of Mounds View. <br /> Approving the Amendment will provide the City with an opportunity to <br /> participate in the CDBG program with other Ramsey County cities. The term <br /> of the Agreement is 3 years. The City may, at any time, "opt" out of the <br /> Ramsey County program, and participate on a State-wide competitive basis. <br /> However, opportunities for funding through the : State program are very <br /> limited. <br /> • <br /> Although not included .in the Amendment, Ramsey County and the participating <br /> cities have agreed to restructure the process by which cities receive CDBG <br /> funds. The goal is to develop an allotment structure in which individual <br /> cities receive an annual allotment for use within their city. <br /> The current system of competitive application has been very unsatisfactory <br /> to many Ramsey County cities. An individual allotment process currently <br /> exists in Anoka and Hennepin counties. A structure designed with individual <br /> allotments would provide each Ramsey County city with a pre-determine level <br /> of funding with which to initiate and complete economic development and <br /> social service programs which benefit low and moderate income residents. <br /> It represents a fair and equitable method of distributing the funding to <br /> all communities rather than a select few. <br /> The new structure should be in place prior to the next round of CDBG <br /> applications. iligg <br /> Aimmlw <br /> Samantha Orduno, City Administrator <br /> RECOMME; TIO : <br /> Motion to approve/disapprove the First Amendment to Ramsey County Housing <br /> and Redevelopment Authority Joint Cooperation Agreement and authorize the <br /> City Administrator to execute the Amendment. <br />
