1 <br /> REQUEST FOR COUNCIL CONSIDERATION ReportNumber: <br /> Section: 94.1 7:20 <br /> Report 94-1208C <br /> STAFF REPORT Report Date: 6-23-94 <br /> Council Action: <br /> ❑ Special Order of Business <br /> CITY COUNCIL MEETING DATE June 27, 1994 /I] Public Hearings <br /> ❑ Consent Agenda <br /> O Council Business <br /> Item Description: To Consider request for Development Review/Rezoning Highway 10, Resolution No. 4587 (Townhome Development) <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> Prime Builders has made application for a Development Review/Residential <br /> PUD for their proposed 22 unit townhome project at 2856 Highway 10. <br /> Staff has met with the applicant on a number of occasions to discuss the <br /> project and feels that the submitted plan is workable. <br /> The following is a list of the issues which were discussed by Staff and <br /> the applicant prior to the submittal of the request. <br /> 1) Lot Area, Setbacks, Frontage, etc . - Staff felt it was best for the <br /> applicant to approach the development from a PUD perspective rather than <br /> attempt to meet all tenets of the Municipal Code. The PUD <br /> classification allows the applicant to "massage" the requirements of the <br /> Code to facilitate development of the property. The primary reason for <br /> taking the PUD route was that the property involved in the project is <br /> very long and narrow which makes setback requirements somewhat difficult <br /> to meet. <br /> 2) Emergency Egress - Staff contacted the Fire and Police Chiefs' to <br /> get their input on the access and circulation being provided on the <br /> property. Both agreed that the property needed a second point of access <br /> from the rear of the site. Based on this, the applicant approached the <br /> Knollwood Green Townhome Association (immediately to the West of the <br /> subject property) and obtained verbal permission to connect an emergency <br /> drive to their existing secondary drive. Staff would ask that the <br /> Commission, when considering action on this request, require that a <br /> written agreement be entered into between the applicant and Knollwood <br /> Green. -117 <br /> Paul Harrington, Communiti Development Coordinator <br /> RECOMMENDATION: Staff recommends that the Council adopt Resolution No. <br /> 4F,R7 approving- the Development Review for the townhome project and, <br /> waive the reading and formally introduce Ordinance No. 543 which would <br /> rezone the property upon which the development will take place from R-4, <br /> High Density Residential to PUD, Planned Unit Development. <br />
