The owner had failed to pay the gas and electric bill resulting <br /> in termination of service by NSP. A fire had occurred in the building in <br /> April and debris remained in the basement. The garbage was collecting as <br /> there had not been hauler service for some time. <br /> While electricity remained in the individual apartments, the electricity <br /> is off in main areas, hallways and stairwells. There is no hot water to any <br /> part of the building. <br /> There are three families currently living in the building - all with very t <br /> small children. <br /> Upon a request from the Mayor to take any and all action to determine what <br /> steps the City could take to alleviate the existing unsafe and unhealthy <br /> living conditions, staff began the process for abatement. <br /> On Wednesday, June 22 , 1994 , the Fire. Marshall and the City's Building <br /> Official inspected the building and determined that the condition of the <br /> building rendered it a hazardous building per Minnesota Statutes. <br /> The attached Order for Abatement and Resolution will begin the process by <br /> which the City can legally take action to ensure that corrective actions <br /> will be taken to render the building safe for occupants. <br /> The Order impacts the residents of the building to the extent that the <br /> corrective actions required in the Abatement do not necessitate non- <br /> voluntary vac .t ' n of the building.
