RESOLUTION NO. 4591 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION REQUESTING RICE CREEK WATERSHED DISTRICT APPROVE THE WETLAND DELINEATION FOR THE SILVER LAKE POINTE SENIOR HOUSING APARTMENTS WHEREAS, the City has approved a Development Assistance Agreement with Westminster/MSP for the development of an 83 unit senior apartment complex on County Road I across from Silver View Park; and WHEREAS, the project is one that is widely supported by the community, the Council and most importantly our senior population; and WHEREAS, the project offers the opportunity for safe, attractive and affordable housing for the City' s seniors; and WHEREAS, the project will also provide the seniors with an opportunity to relocate into housing that is near family and friends thereby lessening the stress of leaving the place that has been home, in some cases, for over 40 years; and WHEREAS, the project will also increase the number of available single family homes for new families to relocate from apartments, manufactured homes and other rental housing units; and WHEREAS, the site is currently vacant area that, 1.iL ?.r open spaces in this city and other cities, has become a target for illegal dumping of brush, lawn clippings and miscellaneous discarded household items; and WHEREAS , the wetland area on the site is in jeopardy clue to the continued threat of illegal dumping and other damaging activities; and WHEREAS , the proposed housing project will offer an excellent opportunity to preserve and enhance the wetland area thereby allowing its continued beauty to be enjoyed by all . NOW, THEREFORE, BE IT RESOLVED THAT, the City Council in and for the City of Mounds View does hereby respectfully request that the Rice Creek Watershed District Board approve the wetland delineation which provides for the following: 1 . Mitigation of approximately 3 , 100 sw. ft. of wetland area on the proposed housing site; and
