and Local laws.
In doing so, the Department's role is to enforce the law in a fair and
impartial manner, recognizing both the statutory and judicial
limitations of Police authority and the constitutional rights of all
persons.
Basic services provided by the Police Department include:
a. Prevention of Crime
Involving the community in programs such as Operation
Identification and Block Watch. Instilling in the community
a sense of concern for crime problems and law
enforcement needs to help combat the problems.
b. Deterrence of Crime
Routine patrolling of the City streets, parks, and business
areas reduces crime because criminals feel immediate
apprehension would be imminent. In the course of
routine patrol officers investigate behavior which
reasonably appears to be criminally directed.
c. Apprehension of Offenders
Once a crime has been committed, it is the duty of the
Department to initiate the Criminal Justice process by
identifying and arresting the perpetrator, to obtain the
necessary evidence, and to cooperate with other law
enforcement agencies and the courts in the prosecution
of the case.
d. Recovery and Return of Property
The Department makes every reasonable effort to recover
lost or stolen property, to identify the owner(s), and to
ensure its prompt return.
19
