Jerry Linke , Mayor <br /> City of Mounds View <br /> 2401 Highway 10 <br /> Mounds -View, -MN- -5511-2- - <br /> Dear Mayor Linke : <br /> The Ramsey County Board of Commissioners has approved the sale of <br /> bonds ( $800 , 000 ) to fund the Functional Consolidation of Ramsey <br /> County Roadways Study. The bond funds can be expended on the <br /> improvement of any of the turnback routes identified on the <br /> attached sheet . Bond fund expenditures are dependent upon <br /> approval of a turnback agreement between Ramsey County and the <br /> City of Mounds View. Ramsey County would also accept conditions <br /> specified in a formal resolution from the City stating that the <br /> City will accept the turnback route ( s ) at the time additional <br /> Municipal State Aid funding is made available to accommodate the <br /> turnback( s ) . <br /> If a turnback agreement is reached, and a formal resolution is <br /> received, Ramsey County would perform the appropriate maintenance <br /> operation to bring the turnback route to a condition level 90 as <br /> required by the 1991 Functional Consolidation of Ramsey County <br /> Roadways Study. These maintenance operations are intended to <br /> become part of the county' s current year maintenance program. <br /> Another alternative is also offered where Ramsey County will <br /> provide to the city a dollar value equal to its anticipated <br /> maintenance improvement expense . These funds would be used by <br /> those cities who wish to reconstruct the route in lieu of the <br /> maintenance improvement . <br /> The Minnesota Department of Transportation and the Ramsey County <br /> Public Works Department have prepared a draft Memorandum of <br /> Understanding (MOU) that addresses the transfer of trunk highways <br /> from the state to the county. The transfer of county routes from <br /> the county to the cities and their inclusion in the MSA system is <br /> also addressed. Approval of the MOU will mean Trunk Highways <br /> such as 49 , 96 and 61 will be under the jurisdiction of Ramsey <br /> County and will be high on the priority list of roadway . <br /> improvements . The MOU can only be accomplished if the County is <br /> successful in turning back county roads to the cities . <br /> Minnesota's First Home Rule County <br /> printed on recycled paper with a minimum of 10%post-consumer content <br /> c� <br />
