RESOLUTION NO. 4388 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION APPROVING THE REQUEST FOR A CONDITIONAL USE PERMIT <br /> BY GATEWAY FOODS, 2390 HIGHWAY 10, MOUNDS VIEW <br /> PLANNING CASE NO. 362-93 <br /> WHEREAS, Gateway Foods has requested City approval <br /> to construct a fully automated car wash in the City of Mounds <br /> View; and <br /> WHEREAS, the Mounds View Municipal Code allows car <br /> wash uses in B-3 , Highway Commercial Districts with the issu- <br /> ance of a Conditional Use .Permit; and <br /> WHEREAS, the Mounds View City Council has reviewed <br /> the following documents regarding this development proposal: <br /> a) Site Plan Dated June 15, 1993 <br /> (shown as boundary and topography survey) <br /> b) Application materials dated April 30, 1993 <br /> WHEREAS, the City Council has determined that the <br /> conditional use permit request is in conformance with the <br /> requirements of the Municipal Code, specifically Chapters 40, <br /> 42 , 49 and 49A and State Statutes; and <br /> NOW, THEREFORE, BE IT RESOLVED that the Mounds View <br /> City Council approves the conditional use permit request with <br /> the following conditions: <br /> 1. The facility must, at all times, be in <br /> compliance with State Laws and Minnesota <br /> Pollution Control Agency Standards for air <br /> quality and noise. <br /> 2 . The hours of operation shall be 24 hours. <br /> After one year of operation the City shall hold <br /> a public hearing to solicit input on the hours <br /> of operation. If there are any negative com- <br /> ments, the hours of operation may be reduced. <br /> 3 . The car wash facility shall include a blower <br /> system designed to remove as much water as <br /> feasible from the vehicle before it is allowed <br /> to exit the facility. This equipment shall <br /> operate as a customer option from April 16 to <br />
