7861.0110 RAFFLES. <br /> Subpart 1. Conducting raffles. The following items apply to the conduct of <br /> raffles: <br /> A. Each ticket for entry in a raffle must constitute an equal chance to <br /> win in the raffle. <br /> B. No person shall be required to purchase more than one ticket, or <br /> to pay for anything other than the ticket, in order to enter a raffle. <br /> C. No person shall be required to be present at a raffle drawing in <br /> order to be eligible for the prize drawing. <br /> D. Each ticket seller shall return to the organization the stubs or <br /> other detachable section of all tickets sold before the drawing. <br /> E. No tickets may be sold after the first drawing. <br /> F. Before drawing, the organization shall place each stub or other <br /> detachable section of each ticket sold into a receptacle from which the winning <br /> tickets are to be drawn. <br /> G. The receptacle must be designed so that each ticket placed in it <br /> has an equal chance to be drawn. <br /> Subp. 2. Raffle prizes. An organization conducting a raffle in which real or <br /> personal property prizes are to be awarded shall have paid for in full or otherwise <br /> become the owner, without lien or interest of others, of all the real or personal <br /> property before the drawing at which the winners of the prizes are to be <br /> determined. <br /> Subp. 3. Raffle ticket requirements. The following items are raffle ticket <br /> requirements: <br /> A. Raffle tickets shall have a detachable section and be consecutively <br /> numbered. The detachable section of the ticket must bear a duplicate number <br /> corresponding to the number on the ticket and must contain the purchaser's name, <br /> complete address, and telephone number. Both parts must be imprinted with <br /> sequential numbers commencing with the number "1" through the maximum <br /> number of tickets to be sold. The following information must be printed upon <br /> each ticket: <br /> (1) the date and time of the drawing; <br /> (2) the location of the drawing; <br /> (3) the name of the organization conducting the raffle; <br /> (4) the license number, if any, or exemption number; <br /> (5) the price of the ticket; and <br /> (6) the prize or prizes to be awarded. <br /> B. A log book must be maintained which at a minimum includes the <br /> following: <br /> (1) the name of the organization; <br /> (2) the total number of tickets printed; <br /> (3) the price per ticket; <br /> (4) the date of the raffle drawing; <br /> (5) the names and telephone numbers of all persons to whom <br /> tickets were given to be sold; <br /> 23 <br />
