1993 and beyond, the ability of the City to effectively and <br /> efficiently meet legal obligations, anticipate and resolve po- <br /> tentially expensive costs is significantly enhanced by utilizing <br /> the services of a law firm specializing in municipal law. It must <br /> also be noted that unforeseen events, federal or state actions <br /> or mandates, make it difficult to accurately determine the costs <br /> for this service. <br /> 1993 is the first complete year with the new legal firm and the <br /> increased legal expenditures. The City's policy has always <br /> been to conduct itself in a manner that avoids litigation, <br /> therefore, pending any unforseen litigation activities, the City <br /> does not anticipate a significant increase in expenditures for <br /> legal services in the next 5 years other than possible rate <br /> increases. <br /> Prosecution services remain the responsibility of Mark Karney. <br /> Again, the expenditure amount for this is not easily estimated, <br /> but the City does not anticipate significant increases in the <br /> annual budgetary numbers during the next 5 years. <br /> 6. FIRE <br /> r <br /> The City is part of a Tri-City Joint Powers Agreement with the <br /> cities of Blaine and Spring Lake Park to provide fire prevention <br /> and protection services. The three cities jointly own all of the <br /> property, buildings (five stations) and equipment of the <br /> Blaine/Spring Lake Park/Mounds View Fire Department. The <br /> transfer of ownership occurred after the 1990 referendum which <br /> provided the necessary funding for the three cities to purchase <br /> the assets of the previously private service provider. The <br /> anticipated increases for fire services for the 1994 - 1998 <br /> budgets will be incremented as staff costs increase, debt <br /> services decrease and equipment may need to be replaced. <br /> 7) GENERAL ADMINISTRATION <br /> General Administration, headed by the Clerk-Administrator, <br /> involves the following responsibilities and activities: <br /> 9 <br />
