* Construction of"minor maintenance" surface water management <br /> projects such as outlet wiers, skimmer installations, and catch <br /> basin repairs. <br /> * Continue preventive maintenance projects in municipal drinking <br /> water and sanitary sewer collection systems. <br /> A number of issues or policies affect the staffing level projection for <br /> the Public Works Department. These include Council's desire to <br /> consider street reconstruction and improve existing pavement <br /> management practices, re-establishing preventative maintenance and <br /> inspection of sanitary sewer, and involvement in special projects <br /> throughout the department. <br /> Many of these goals or programs have not been met to staff's <br /> satisfaction for numerous reasons. The level of seniority among the <br /> members of the maintenance employees permits the majority of these <br /> employees to accrue four weeks of vacation per year. The number <br /> of employees restricts the ability for these people to utilize their <br /> vacation over the winter months due to their workload and weather. <br /> This leaves these people needing to take at least 2-3 weeks of <br /> vacation, (at least 5 consecutive days) during the spring thru fall <br /> months. Some of the workload is then managed through theaddition <br /> of seasonal employees. Staff has prepared a short analysis of the <br /> available work hours in a pay period compared to the actual hours <br /> received. This report does not include any sick time or training <br /> hours. <br /> Many public works programs require staffing levels of four to six <br /> employees to perform effectively and at the highest efficiency levels, <br /> i.e., patching, cracksealing, watermain flushing, snow and ice control, <br /> sanitary sewer maintenance and inspection. To perform any one of <br /> these programs at one time requires additional staff from another <br /> division. Consequently, the short-handed division's activities must be <br /> put on hold pending the completion of the other's task. In most <br /> cases, this practice is less than desirable. Listed below are a few <br /> programs that need attention, that which staff has not been able to <br /> reach desired and established goals. <br /> 30 <br />
