a. <br /> Upkeep of the ' present infrastructure of parks is planned such as re- <br /> surfacing Groveland Park tennis courts (at a cost of approximately $3,800) <br /> plus the addition of new improvements including trailway development (with <br /> $20,000 budgeted as a matching grant contribution),heightening of balifield <br /> fences at City Hall, Silver View and Greenfield Parks. The Department is in <br /> dire need of up-to-date park maps, professionally drawn for reference and <br /> grant applications. <br /> The planned use for Park Dedication monies will be to enhance or develop <br /> trailways including a bridge at Silver View Park storm water ditch or other <br /> trailway grant matches. Other Park Dedication Funds are planned for <br /> paving Woodcrest Parking lot, replacement of playground equipment, and <br /> construction of a small youth athletic field at Woodcrest Park. <br /> **The cost for contracting services to pave the entire width of all pedestrian <br /> easements has been included in the budget. This project may be eligible <br /> for a trailways improvement grant. (This project has been reduced from <br /> $10,000 to $5,000). <br /> GREENFILED PARK CULVERT PROJECT ALONG RICE CREEK: <br /> Another long term park project is the modification of the judicial ditches <br /> which run through Greenfield Park. The idea is to provide a way in which <br /> the trailway can loop back through the park along the south border of the <br /> nature area. This would require culverting the ditch in the area of the <br /> baseball field right field area would provide for a greater distance for right <br /> field. The judicial ditches are under the jurisdiction of Rice Creek <br /> Watershed and would require permitting. Also, the costs of culverts and <br /> contractual services would be necessary. <br /> FORESTRY: <br /> The specific goal for the Forestry program is to continue to remain a Tree <br /> City USA distinction which is required for future grants and funding. One <br /> of the criteria for qualifying for Tree City USA status is a yearly operating <br /> budget of no less than two dollars per capita. The Department will <br /> continue to work within the one day per week service allotment of the joint <br /> powers agreement which allows for one day per week for tree disease <br /> 35 <br /> "These items have been eliminated from the proposed 1994 Budget at the July 19, 1993 Work Session. <br />
