FINAL DRAFT AUGUST 9, 1993 <br /> 1993 LONG TERM FINANCIAL PLAN <br /> The 1993 Long Term Financial Plan, prepared in compliance with Section <br /> 7.05 of the Home Rule Charter for the City of Mounds View is designed to <br /> provide a5year plan to meet the service level and capital improvement <br /> needs of the City. <br /> The plan is comprised of four elements evaluating the public service, <br /> capital improvement and long term revenue needs of the community and <br /> a capital budget summarizing the capital requirements for the City over the <br /> 5 year period. <br /> I. CAPITAL IMPROVEMENT PLAN <br /> The Capital Improvement Plans for each department are detailed in <br /> each department's Public Service Program. The itemized breakdown <br /> of capital expenditures per department are attached in Appendix A. <br /> II. PUBLIC SERVICE PROGRAM <br /> The Public Service Program, as outlined in Section 7.05, <br /> Subdivision 2 of the Home Rule Charter, is to be: <br /> ...a continuing five-year plan for all public services <br /> estimating future needs for the public health, safety <br /> and welfare of the City. It shall measure the needs <br /> and objectives for each City Department, the <br /> standard 'of services described, and the impact of <br /> such service on the annual operating budget." <br /> Included in the 1993 Public Service Program are organizational <br /> charts (some included in this 2nd draft, others to follow) <br /> 1 <br />
