Jl REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 4. <br /> Report Number: 93-489 WS <br /> STAFF REPORT <br /> Report ortDate: 2/24/93 <br /> AGENDA SESSION DATE _ MARCH 1, 1993 <br /> p <br /> DISPOSITION <br /> Item Description: Consideration of Tax Forfeited Properties <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> Ramsey County's division of Tax Forfeited Lands has informed the City that <br /> two parcels of land have been declared tax forfeited and may be eligible <br /> for public sale in November unless the City of Mounds View wishes to <br /> declare its disapproval (via resolution) of the reclassification because <br /> it is the City's intent to acquire the land for public use. If the City <br /> approves a resolution, the public sale will be delayed for 1 year. <br /> The two parcels in question are depicted on the attached maps. One of the <br /> parcels is the land directly adjacent to Woodcrest Park on Silver Lake <br /> Road. While the land is wetland and virtually undevelopable, acquisition <br /> of the parcel would provide more open space near the park and also create <br /> a buffer between the park and the next parcel (which may be developed in <br /> the future. ) <br /> I spoke with Jim Parker, the Ramsey County Tax Forfeited Lands Division <br /> Director, about the parcel near Woodcrest. The City has two options: (1) <br /> direct purchase of the land, or (2) obtain a "use deed" from Ramsey County <br /> similar to the action the City took in acquiring the use of a portion of <br /> the land in Groveland Park. The City can obtain the use deed for a cost of <br /> less than $50. 00 and as long as the land is used for a "public use" the <br /> City can continue the designated use indefinitely. <br /> The other parcel is a vacant lot on Woodlawn Drive. Acquisition by use deed <br /> would not be an option unless it could be clearly shown that the land would <br /> be used for a public purpose. <br /> If the Council would favor acquisition of one or both of the parcels, it <br /> will be necessary to approve a resolution requesting that the County <br /> withhold the parcel(s) from public sale.
