REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 10. <br /> ' S <br /> STAFF REPORT Report Number: 91-497WS <br /> V <br /> ° AGENDA SESSION DATE May 3, 1993 Report Date: 4-29-93 <br /> DISPOSITION <br /> Item Description: 1994/95 Staff Levels <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> ,SUMMARY; <br /> At the recent Council/Staff Strategic Planning Session, there was <br /> discussion regarding the City's economic development/redevelopment <br /> direction. The issue was again raised at the Strategic Planning Update <br /> meeting and staffing levels were discussed briefly at that time. <br /> As we begin the LTFP and 1994 Budget process, the time is appropriate to <br /> discuss the issues of future staffing levels to determine everyone's <br /> perspective. <br /> Economic development/redevelopment activities, public safety concerns <br /> and the proposed golf course project are areas where additional staffing <br /> will be required if operations or programs are expanded or new programs/ <br /> activities added. <br /> If the Council desires a more aggressive economic development/redevel- <br /> opment program (especially as it may relate to the Highway 10 Corridor) , <br /> it is necessary to explore the possibility of adding a position whose <br /> primary responsibility is that of economic development, tax increment <br /> financing, business retention and another related development/ <br /> redevelopment activities that are necessary to the economic viability of <br /> a City's economic program. Neighboring cities such as Shoreview, New <br /> Brighton, Fridley, and Blaine all have economic development staffs - <br /> usually a full-time person. While those cities are larger than Mounds <br /> View, the principle is the same - if it is an aggressive economic policy <br /> and related actions you desire in your community, it is successful only <br /> to the extent that resources are committed to achieving the end product, <br /> economic viability - encouraging new businesses to locate in Mounds View <br /> and current businesses to remain in Mounds View. If we are to accomplish <br /> what we have determined to be important goals for the future (in terms <br /> of de/redevelopment) , this topic should be explored. <br /> Samantha crduno, City Administrator <br /> RECOMMENDATION; <br />
