• <br /> TO: Samantha Orduno, Clerk - Administrator <br /> FROM: Don Brager, Finance Director - Treasurer <br /> DATE: April 21 , 1993 <br /> SUBJECT: Advanced Government Finance Institute <br /> I have received notification from the Government <br /> Finance Officers Association that I have been selected <br /> to attend the 1993 Advanced Government Finance <br /> Institute to be held July 18-23, 1993 at the University <br /> of Wisconsin - Madison. The Advanced Institute is <br /> described as: °A week-long university based program, <br /> especially designed for senior-level finance officials <br /> and other policy makers in public finance, features a <br /> faculty of professors, government officials, and <br /> private sector consultants. In a stimulating academic <br /> environment, the Institute provides them a forum were <br /> they can explore with faculty members and colleagues <br /> the longer term forces that will shape the future and <br /> destiny of their jurisdictions. The intensive program <br /> of lectures, seminars, roundtable discussions, and <br /> small group exercises will focus on: <br /> • The emerging economic, demographic,fiscal,and <br /> technological environments in which state and <br /> local governments must operate during the <br /> coming years; <br /> • Compelling national issues; such as urban and <br /> health care policies, that will strongly <br /> impact state and local government plans and <br /> financial operations; <br /> • Trends and developments in capital financing, <br /> budgeting, and accounting; <br /> • Management styles, communication with the <br /> public, and leadership strategies. " <br /> Participation in the Advanced Government Finance <br /> Institute is limited to 50 attendees. The 1992 <br /> Advanced Institute brought together participants from <br /> 19 states, Ontario, Puerto Rico, and Australia. More <br /> than one-third of them were the chief or assistant <br /> chief financial officer of their jurisdiction; 14 <br /> percent were the treasurer or comptroller; and 12 <br /> percent were the director or assistant director of the <br /> budget. Participants came from cities both large and <br /> small; from counties; townships and villages; school <br />
