Minetor further explained that Mounds <br /> View has a limited police force and doesn't have the means to spend <br /> this kind of time checking twice on each vehicle in violation. <br /> Kris Eckstrand, 2447 Clearview, stated that it is Robert's problem and <br /> he should be doing something to alleviate the problem and not penalize <br /> the residents living in the area. <br /> Mayor Linke explained that there already is a parking ban on this <br /> street from 2: 00 a.m. and 6:00 a.m. Ordinance 526 would just be an <br /> - -— extension of this time limit and ban parking from 9:00 p.m. and 2:00 <br /> p.m. on Clearview. Mayor Linke stated that there had been a parking <br /> problem and it had to be taken care of. Linke explained that people <br /> cannot be stopped from parking on the street. <br /> Robert Weiner, 2426 Clearview, stated that he is in favor of the <br /> parking ban as it will keep trash and garbage off of the street and his <br /> driveway will not be used as a cloverleaf for those trying to find <br /> parking spots at the bar. <br /> Ric Minetor read a letter from a Ms. Anderson stating that she was <br /> unable to attend the meeting but was in favor of additional parking <br /> restrictions. <br /> Councilmember Rickaby stated that the same solution should be used <br /> throughout the City if parking becomes a problem. <br /> MOTION/SECOND: Quick/Rickaby to approve the Introduction of Ordinance <br /> No. 526 Restricting Parking Along Clearview Avenue and Waive Reading of <br /> Same <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> B. Michele Severson, Administrative Secretary, reviewed Staff Report No. <br /> 93-482C regarding an application to conduct a carnival on the southeast <br /> corner of the Mounds View Square Parking Area. Severson reported that <br /> Lawrence Magel of Magel Carnival Midways made application to the City <br /> to conduct a carnival from May 18 - May 23 on the Mounds View Square <br /> Parking Area. Severson further reported that an informational mailing <br /> was completed to call for citizen concerns regarding the carnival. This <br /> carnival would consist of 6 rides and a few small concessions. <br /> Severson reported that she had discussed the carnival location with <br /> Paul Harrington, City Planner, and that he made recommendations to rope <br /> off or barricade the carnival area for safety reasons and to not allow <br /> the running of electrical cords across drive areas. <br /> Severson further reported that Mr. Magel had meet all requirements of <br /> the Mounds View Municipal Code including providing the City with a <br /> Certificate of Insurance, signing a contract stating that he had read <br />
