The only action needed by the Council was to approve the <br /> license for the carnival. There were no citizen concerns. <br /> MOTION/SECOND: Blanchard/Ri,ckaby to Approve Carnival License for <br /> Magel Carnival Midways to Conduct a Carnival from May 18 - May 23, <br /> 1993 on the Southeast Corner of the Mounds View Square Parking Area <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> C. Don Brager, Finance Director-Treasurer, introduced Mr. Charles <br /> Clysdale of Macquire Agency, to review the renewal information and <br /> to answer any questions the Council may have. The League of Minnesota <br /> Cities Insurance Trust (LMCIT) proposal for insurance coverage is <br /> $144,489. Thisis an increase of $6, 110 over last year's premium. The <br /> total amount budgeted for 1993 for insurance premiums was $153,581. <br /> The proposal from LMCIT is $9, 092 under the budget amount. <br /> MOTION/SECOND: Wuori/Blanchard to Accept the Proposal from LMCIT <br /> in the Amount of $144,489 for Insurance Coverages from May 1, 1993 <br /> through April 30, 1994. <br /> D. Tim Ramacher, Police Chief, reviewed Staff Report No. 93-484C regarding <br /> the hiring of a police officer. Ramacherr explained that the Police <br /> Civil Service Commission began the selection process of an additional <br /> police officer in December of 1992. (Charlynn Robertson of the Civil <br /> Service Commission was supposed to be in attendance at tonight's <br /> meeting but had a family emergency and was not able to make it. ) <br /> Ramacher explained that 166 applicants began the process which includes <br /> written examination, interview, psychological testing, physical <br /> examination, comprehensive personal history and a background <br /> investigation. Ramacher further explained that after the testing <br /> process, the Commission establishes an eligibility test and submits the <br /> three highest ranking applicants to the City Council. The Commission <br /> recommended the hiring of Mr. Thomas M. Baumgart who came out first in <br /> the testing. Mr. Baumgart was a CSO with the City of Inver Grove <br /> Heights, worked with the Wright County Sheriff's Department and is now <br /> working with the Anoka County Medical Examiner's Office writing policy <br /> and tending to the evidence room. <br /> MOTION/SECOND Blanchard/Rickaby to Authorize the Hiring of Thomas M. <br /> Baumgart to the Position of Police Office Starting on or about May 1, <br /> 1993 . Probationary period to be one year. Starting salary and <br /> benefits will be per local union agreement. <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> E.
