Additional information is being presented by Mark <br /> Lobermeir and Rocky Keehn of Short-Elliott-Hendrickson regarding <br /> the annual costs and impacts on the Storm Water Management Fund <br /> balance. <br /> There are 3 suggested scenarios for the financing and implementa- <br /> tion of the Capital Improvements Program in the Surface Water <br /> • Management Plan. The Capital Improvements Program contains spe- <br /> cific construction projects and miscellaneous costs for plan <br /> amendments, ordinance review and general administrative costs. <br /> The first scenario is to include only non-project costs in each <br /> budget years appropriations and either assess or use other fund- <br /> ing mechanisms to complete the projects. This is the simplest, <br /> but leaves actual project completion at the mercy of funding. <br /> There seems to be an element of risk with assessments in that <br /> courts are questioning the benefit versus cost for assessments. <br /> Other funding sources could be federal or state clean water <br /> grants, private grants, and community development block grants. <br /> These sources traditionally have not funded these types of pro- <br /> jects and the demands on the resources are outstripping the <br /> grants available. <br /> The second scenario is to budget a set amount each year to trans- <br /> fer from the general fund to the Storm Water Management Fund and <br /> then use the balance in the fund to pay for general administra- <br /> tion and construction projects. Partial assessments or grants may <br /> be able to be used to offset some of the annual appropriation. <br /> This would allow leveling out 'of annual costs, but is subject to <br /> general fund problems such as levy limits and competing general <br /> fund obligations. <br /> - over - <br /> • <br /> RECOMMENDATION; <br />
