REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 13. <br /> iNDS Report Number: 9 2—4 2 8 W S <br /> STAFF REPORT <br /> AGENDA SESSION DATE December 7, 1992 Report Date: 12/7/92 <br /> • <br /> DISPOSITION ADDED ON AMENDED AGENDA AS ITEM NO. 13 <br /> Item Description: Sewer Service Line Repairs <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY: <br /> Mr. Lyle Nelson of the above address contacted me regarding <br /> repairs necessary to his sewer service. He told me a plumber had <br /> cleaned the service line and found an obstruction 85 feet from <br /> his house; this places the obstruction within the street <br /> right-of-way. He said that he remembered that the City repaired <br /> problems within the right-of-way. <br /> I explained that the City had changed the ordinance and now the <br /> property owner is responsible for repair of service lines from <br /> 41) the main to the house. He indicated that he did not feel this was <br /> fair, because he believed that heavy traffic on the road could <br /> cause the damage and the home owner had no control of the traf- <br /> fic. He asked that I let Council know that he felt the ordinance <br /> should be changed back to the original wording that the City <br /> repaired damage between the property line and the main. <br /> Over the last few years there have been a small number of service <br /> line breaks in the boulevard or the street. The repairs in the <br /> street can be fairly expensive, depending on the depth of the <br /> sewer. This is a concern to each resident that has encountered <br /> this situation. If the Council is interested in any change to the <br /> ordinance, our staff could survey surrounding cities as to their <br /> policies and provide an estimate of cost impact to the sewer <br /> budget.
