Neither the <br />State agencies nor the Metropolitan <br />Council are given an oversight role in <br />watershed or local plan <br />implementation. Achieving the law's <br />purposes depends on local government <br />officials recognizing responsibilities and <br />accepting the necessary leadership role. <br />Local Planning <br />Local plans must address the water <br />quality and the water quantity <br />requirements of the Rice Creek <br />Watershed District (RCWD) plan. The <br />general requirements of the law, in the <br />degree of detail specified in the RCWD <br />plan, include the following: <br />1. Describe existing and proposed <br />physical environment and land use; <br />2. Define drainage areas, drainage <br />paths, volumes and rates of runoff, and <br />drainage areas and elevations of storage <br />basins; Define water quantity and <br />quality protection measures; <br />3. Identify regulated areas; <br />4. Develop an implementation program <br />including official controls and a capital <br />improvement program. <br />5. Develop an implementation program <br />including official controls and a capital <br />improvement program. <br />The requirements for Mounds View are <br />not site -specific. The City is, however, <br />required to demonstrate that everything <br />practical is being done to control runoff, <br />maintain and improve water quality and <br />manage wetlands. The current plan is <br />much more cost-effective than the $4.5 <br />million storm sewer improvement <br />proposed in the late 70's. <br />The benefits associated with surface <br />water management include the <br />following elements: <br />• Flood control: <br />• Improved lake water quality <br />• Wetland protection <br />• Erosion and sediment control <br />• Enhancement of recreational <br />opportunities <br />• Drainage system maintenance <br />• Community education <br />Surface Water Management Planning <br />The Mounds View City Council <br />authorized the preparation of their Local <br />Water Management Plan in May 1989. The <br />plan has been prepared in accordance with <br />State law and the Rice Creek Watershed <br />District. The plan satisfies the District's <br />requirements while meeting the specific <br />needs of the City. <br />On February 12, 1990, the plan was <br />approved by Council for distribution to <br />the Rice Creek Watershed District. When <br />District approval is given, the plan will <br />be adopted. The management programs <br />recommended in the report will then be <br />implemented. <br />• <br />• <br />
