Members of the Environmental <br /> Quality Commission shall serve without compensation. <br /> 33 .06 Vacancies. <br /> Subdivision 1. Filling Vacancies. Vacancies <br /> occurring in the membership of the Environmental Quality <br /> Commission shall be filled by the Council for the unexpired <br /> portion of the term. <br /> Subdivision 2. Removal. Any member of the <br /> Environmental Quality Commission may be removed from office for <br /> just cause and on written charges, following a hearing and a <br /> four-fifths vote of the City Council. An appointed member may <br /> also be removed by the City Council for nonattendance at <br /> Environmental Quality Commission meetings if a Commissioner is <br /> absent from five regularly scheduled meetings per year or from <br /> three consecutive meetings without the consent of the Commission. <br /> 33 . 07 Meetings, Procedures. <br /> Subdivision 1. Regular Meetings. Regular meetings <br /> of the Environmental Quality Commission shall be held once per <br /> month on a day and time as established by resolution. <br /> Subdivision 2 . Special Meetings. Special meetings <br /> may be called as needed. Notice of special meetings shall be <br /> posted at City Hall at least one week in advance of the special <br /> meeting. <br /> Subdivision 3 . Bylaws, Records. The Commission <br /> shall adopt bylaws for its governance and for the transaction of <br /> its business. A record of Commission minutes, attendance, <br /> resolutions, findings, and recommendations as passed at each <br /> meeting shall be maintained. These records shall become a matter <br /> of public record. <br /> Subdivision 4. Quorum. A majority of the <br /> appointed voting Commission members shall constitute a quorum. A <br /> quorum of members shall be necessary to conduct business. <br /> 33 . 08 Reports. The City Council may request an <br /> annual report from the Commission of its works during the <br /> preceding year. <br /> 33 .09 Representation of the Commission. No <br /> statements or acts on behalf of the Environmental Quality <br /> Commission or the City shall be made without having received the <br />
