The property is zoned B-1, Neighborhood Business and is <br /> currently vacant. Chapter 40. 16 Subdivision D (2) of the Mounds View <br /> Municipal Code allows for Professional and Commercial offices by <br /> Conditional Use Permit provided that: <br /> a. The traffic generated will not raise traffic volumes <br /> beyond the capacity of the surrounding streets. <br /> b. The architectural appearance of the building housing the <br /> office use shall reflect the building character of the <br /> area and shall not be so dissimilar as to cause <br /> impairment of property values or constitute a blighting <br /> influence within the neighborhood. <br /> c. The provisions of Section 40. 25, Subdivision A (5) of the <br /> Municipal Code are considered and satisfactorily met. <br /> Staff has reviewed the request and found it to be in conformance with all <br /> applicable sections of the Mounds View Municipal Code. The request has <br /> also been reviewed by the Mounds View Planning Commission and they have <br /> recommended approval of the proposal in Resolution No. 356-92 (copy <br /> included) . Please note that the applicant provided a staging plan for the <br /> rehabilitation and upgrade of the property.
