• <br /> FEASIBILITY REPORT <br /> PLANS AND SPECIFICATIONS <br /> FOR <br /> CITY PROJECT NO. 93-5 <br /> SANITARY SEWER CONNECTION <br /> FOR SKYLINE MOTEL <br /> MOUNDS VIEW, MINNESOTA <br /> AUGUST 16, 1993 <br /> Introduction <br /> The City of Mounds View has reviewed its policy regarding <br /> sanitary sewer service. The City Code requires that any existing <br /> building for human habitation be connected to the municipal sewer <br /> system. This is also a requirement of State Statutes. The city <br /> has been actively pursuing those properties that need to connect. <br /> Existing Conditions <br /> The Skyline Motel currently has three on site septic tanks <br /> serving 18 rooms. The existing septic system is showing signs of <br /> failure. <br /> There is a municipal sewer line adjacent to the property <br /> approximately 350 feet to the north. In order to service the <br /> entire motel about 700 feet of pipe will have to be installed. <br /> The owner has indicated he is unable to finance the entire <br /> project along with the sewer availability charge (SAC) . The <br /> estimated cost of construction is $10, 000 and the SAC figures to <br /> be $6, 750. <br /> Recommendations <br /> Because of the possible operational problems of the existing <br /> septic system and in the interest of public health, it is <br /> important to have the Skyline Motel connected to municipal sewer <br /> as soon as possible. <br /> Due to the unusually high cost of the sewer connection, it is <br /> recommended that the owner pay the SAC and the construction costs <br /> be financed by a special assessment to the property. <br />
