The letter outlines the <br /> position of Mr. Engberg in regards to the Conditional <br /> Use Permit. In particular, the letter contends that Mr. Engberg built the <br /> garage in question in 1987, at which time no Conditional Use Permit was <br /> necessary for its construction. Staff and the City Attorney are currently <br /> discussing possible courses of action to respond to this claim.
