Explanation/Summary (attach supplement sheets as necessary.) SUMMARY: On November 25, 1991, the Mounds View City Council passed ordinance No. 497 creating a Street Light Utility for the City to operate, maintain and improve upon the lighting of City streets . This utility was created so the City could better manage its financial resources by generating revenue from its operations and therefore reducing its dependency on State Aids . In Ordinance No. 497, Section VIII, TERMINATION, automatically repeals the Street Light Utility, effective December 31, 1993 . If the Street Light Utility were to be discontinued, there would be a $75,000 budget shortfall for 1994 and beyond that would have to be made up in service and program cuts or an increase in property taxes. In order to remain consistent with the City Council's commitment toward its policy to support user fee programs and, based on the State's unstable revenue future, it is in the best interest of the City to continue to utilize a program based on a user fee concept; a concept in which service supply does not rest solely on the shoulders of taxable property owners, but on all users of the system. 4 I'<'�1 C'6f4%/4 Tim Cruikshank, Asst. to City Admin.
