The environmental Quality Commission is <br /> hereby established . <br /> Purpose. The purpose of this advisory commission shall be <br /> to stimulate interest in the proper use of, and care for, <br /> the natural resources of the city of Mounds View; and to <br /> advise the city council on matters relating to the <br /> conservation and enhancement of environmental resources, <br /> including the study and proposal of possible ordinances <br /> related to the environment. <br /> Composition and Appointment. The commission shall be <br /> composed of not more than seven ( 7 ) members to be <br /> appointed by a majority of the council , and to serve 2 <br /> year staggered terms with no more than 4 terms expiring <br /> in any one year. The present members of the commission <br /> shall continue in office for the balance of their terms. <br /> Removal. Any member of the Environmental Quality <br /> Commission may be removed from office by tour-fifths vote <br /> of the city council . <br /> Pilling vacancies Vacancies occurring in the membership <br /> of the Environmental Quality commission shall be filled <br /> by the council for the unexpired portion of the term. <br /> Compensation. Members of the Environmental Quality <br /> Commission shall serve without compensation. <br /> Council Representation/Staffing. The council may appoint <br /> one of its members as an ex officio member of the <br /> commission for a term of one year. The council and clerk- <br /> administrator may also assign staff to the commission. <br /> These members will have full rights of discussion, but <br /> will not be voting members of the commission . <br />
