CHAPTER 1 <br /> NATURAL RESOURCES <br /> Introduction <br /> The fundamental focus of the Natural Resource Plan is to maintain <br /> and manage the environmental attributes of the City of Mounds View. <br /> Included in this list of attributes would be slopes, soils, <br /> wetlands, flood plains and all forms of natural vegetative cover <br /> found within the City. "Open space preservation", as referenced in <br /> this Chapter, shall refer to those areas either covered or directly <br /> impacted by flood plains, drainage basins or City delineated <br /> wetlands. It is the intent of this Chapter to emphasize the <br /> importance of limiting the effects of development on these areas. <br /> Water and air quality, as well as the burden of noise on humans, <br /> are other key elements of this Chapter. Already, the effects of <br /> man have been felt by Mounds View's only natural open body of water <br /> - Spring Lake. Additionally, an ever-increasing level of noise <br /> pollution is being generated by the rising capabilities of the <br /> Anoka County - Blaine Airport (Jane's Field) . The impact of man <br /> and development on the Mounds View environment is evident. For <br /> that reason, it is imperative that certain guidelines be followed <br /> to help prevent further damage to this extremely fragile commodity. <br /> Goals and Policies <br /> Goal 1: Ensure that all development is compatible with natural <br /> environment features of the City. <br /> Policies: a. Review all development within environmentally <br /> sensitive areas to insure that relevant issues are <br /> fully understood by the general public. <br /> b. Require the dedication of environmentally sensitive <br /> areas (where feasible) for Park and Recreation use. <br /> c. Make topography, soil and vegetation major <br /> considerations in the review of any development <br /> within the City. <br /> Goal 2: Provide adequate protection through the implementation of <br /> land use development guidelines to maintain the environmental <br /> balance between natural and man-made physical features . <br /> Policies: a. Regulate the development or expansion of any site <br /> within the City where environmental damage may <br /> result. <br />
