DISTRICT 3 <br /> District 3 is one of Mounds View's smallest districts, both in <br /> acreage and population. The District boundaries are County Road <br /> H and Rice Creek on the north, Old Highway 8 on the east, and the <br /> City of New Brighton on the south and west. <br /> The predominant use of this District is a mobile home park <br /> comprising almost half of the area. The remainder of the area is <br /> developed industrial, mostly trucking companies and warehouse <br /> space. Between the mobile home park and the industrial area is a <br /> motel fronting Old Highway 8. Access to the area is limited to <br /> Old Highway 8 . There is only one entrance (Windsor Way) to the <br /> mobile home -par--k--and-one entrance the--industrial-- development <br /> The most obvious natural feature of this area is Rice Creek which <br /> winds through a dense treed area designated as a wetland in the <br /> undeveloped northern portion. In order to preserve the natural <br /> environmental qualities of the area adjacent to Rice Creek, <br /> Ramsey County has acquired this area under the County Open Space <br /> Plan. The southwestern portion of the District, behind the <br /> industrial development also contains designated wetlands and some <br /> steep slopes . <br /> The majority of open space is owned by Ramsey County. There is <br /> minimal room for expansion within the industrial area and in the <br /> vacant lot near the motel. <br /> Redevelopment and realignment of Old Highway 8 will remain a high <br /> priority in future planning. Turn lanes into the industrial area <br /> and the mobile home park should be included in any redevelopment <br /> plan. <br /> The Rice Creek area of the District should be developed to <br /> include bicycle trails, walking paths and benches . This is the <br /> East Gate of the Old Highway 10 Corridor and should be in the <br /> forefront of future planning to reinforce its role as a focal <br /> point. However, the City should insure that any development <br /> which exists or is subsequently developed in this District does <br /> nothavean adverse impact on Rice Creek. <br /> Rev. 8/91 15 <br />
