DEPARTMENTAL BUDGET NARRATIVE <br />FUND: General <br />DEPARTMENT: Advisory Commissions <br />DEPARTMENT OBJECTIVE <br />The Advisory Commission Budget provides funding for various City Commissions <br />and Committees including the Planning and Parks and Recreation Commissions and <br />the Environmental Quality Commission and the Golf Course Task Force. <br />DEPARTMENT ACnVITIES <br />The Planning Commission serves as an advisory commission to the City Council on <br />all land planning matters and acts as the Board of Adjustment and Appeals when <br />reviewing variance requests. <br />The Parks and Recreation Commission serves as an advisory commission to the City <br />Council on matters relating to the City's recreational and parkland matters by <br />undertaking studies and investigations as directed by the City Council. <br />The Environmental Quality Commission, created in 1993 is directed by the Council <br />to conduct special research projects which are of environmental consequence to the <br />City, either directly or indirectly. <br />The Police Civil Service Commission, which consists of three members appointed by <br />the City Council, provides complete oversight of the employment, promotion, <br />discharge and suspension of all members of the Police Department. <br />The Charter Commission studies and recommends City Charter changes to the City <br />Council. This is a 15 member Commission appointed by the District Judge. <br />The Golf Course Task Force was created in 1992 by the City Council and charged <br />with assisting the Council and staff with the development of a municipal golf course <br />in Mounds View. <br />No staff members are assigned to this Department, although staff members do serve <br />as Commission liaisons. <br />DEPARTMENT GOALS <br />Planning Commission Goal will be included in next draft <br />
