JOINT POWERS AGREEMENT <br /> FIRE TRAINING ASSOCIATION <br /> THIS AGREEMENT made by and between the City of Fridley <br /> ( "Fridley" ) , the City of Columbia Heights ( "Columbia Heights" ) , <br /> the City of Brooklyn Center ( "Brooklyn Center" ) , the. City of <br /> Spring Lake Park ( "Spring Lake Park" ) , the City of Blaine <br /> ( "Blaine" ) , and the City of Mounds View ( "Mounds View" ) , each <br /> being a Minnesota municipal corporation , which together shall • <br /> form the Fire Training Association ( the "Association" ) . <br /> WHEREAS, each party to this Agreement desires a facility to <br /> train members of its fire department; and <br /> WHEREAS , it is more economical for the parties of this <br /> Agreement to jointly and collectively construct, use, and <br /> maintain a fire training facility rather than each party <br /> constructing and maintaining its own facility; and <br /> WHEREAS , Fridley, Columbia Heights , Brooklyn Center, Spring <br /> Lake Park, Blaine, and Mounds View are authorized to enter into <br /> an Agreement for the joint and cooperative exercise of powers <br /> common to them pursuant to Minnesota Statutes 471. 59 et seq. ; and <br /> WHEREAS , the cities of Spring Lake Park, Blaine and Mounds <br /> View are provided fire protection services by the Spring Lake <br /> Park Fire Department, Inc. , a Minnesota non-profit corporation; <br /> NOW, THEREFORE, the undersigned governmental units and the <br /> Association in the joint and mutual exercise of their powers <br /> agree to jointly construct and maintain a fire training facility <br /> in accordance with the following terms: <br />
