6 . Initial Construction. Initial construction costs are <br /> 'projected to be $200 , 000 , which shall be shared equally <br /> by the members . The initial construction costs shall not <br /> exceed $200 , 000 .00 without prior approval of each Member <br /> Department ' s City .Council. Each Member Department shall <br /> pay its cost allocation for the facility construction <br /> pursuant to the payment schedule unanimously approved by <br /> the Chiefs ' Board. <br /> • 7 . Operating Agent. The operating agent shall have authority, - <br /> on behalf of the Association, to pay costs authorized <br /> under the Operating Budget for the training site , and any <br /> additional expenses unanimously approved by the Chiefs ' <br /> Board. An annual Operating Budget shall be forecast in <br /> the second quarter of each year for the following year ' s <br /> operation of the site. The 1991 Operating Budget is <br /> projected to be $6 , 000 . The City of Fridley is appointed <br /> as the initial operating agent. The Chiefs ' Board shall <br /> have the authority to name an alternate department to <br /> take on this responsibility as it deems necessary. <br /> The Chiefs ' Board is specifically empowered to set a <br /> limit on the yearly operating costs . Failure of a Member <br /> Department to pay its proportional share of the yearly <br /> operating costs, or additional expenses unanimously <br /> approved by the Chiefs ' Board, shall be grounds for <br /> removal of that Department upon the sole discretion of a <br /> majority vote of the Chiefs ' Board. <br /> -3- <br />
