Item No: 06C
Meeting Date: Nov 24, 2008
Type of Business: SOOB
Administrator Review : ___
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: James Ericson, Clerk - Administrator
Item Title/Subject: Resolution 7366, a Resolution Opposing Efforts to
Lengthen the East-West Anoka County-Blaine
Airport Runway and Opposing Legislative Efforts to
Classify the Airport as Intermediate Status

Introduction:

On Thursday, November 13, 2008, I became aware of an effort being coordinated by the
Anoka County Commission’s Airport Committee to recommend a resolution to the full Anoka
County Board of Commissioners that would “Support Efforts to Increase the Length of the
Runway at the Anoka County Blaine Airport to 6000 feet.” On Friday, November 14, 2008, I
alerted the City Council to a meeting of the Airport Committee scheduled for Tuesday
morning at the Anoka County Government Center. Due to the efforts of Barbara Haake and
others, many people attended the meeting which otherwise may have occurred without any
public input.

Discussion:

Mayor Rob Marty and I attended the Airport Committee meeting Tuesday morning. We were
joined by Mounds View residents Barbara Haake, Ken Glidden, Mary Kay Walsh Kaczmarek,
Brian Amundsen and Tom Winiecki. Residents from Blaine who live close to the airport filled
the chamber as did representatives from other adjacent and effected communities;
newsmedia and legislators attended as well. After a brief report by Jon Olson, Anoka County
Public Services Division Manager, and without any public input, Commissioner Robyn West
moved to recess the meeting and schedule a public hearing on the matter for the purpose of
accepting input regarding the proposed resolution. The public meeting is presently
scheduled for Tuesday, December 2, at 7:00 pm at Kingswood Church in Blaine, 1264 109th
Avenue NE. Representatives from MAC (the Metropolitan Airports Commission) and Key Air
will be at that meeting, along with presumably hundreds of affected residents from Blaine,
Mounds View, Shoreview, Circle Pines, Lexington, Lino Lakes, Spring Lake Park, etc.

Recommendation:
Approve Res. 7366, a Resolution opposing Anoka County’s efforts to lengthen the runway
and upgrade the class of the airport to intermediate status. Attached for your reference is
the resolution that was being recommended for Anoka County Commission approval.

Respectfully submitted,

________________________
James Ericson
Clerk - Administrator
