November 24, 2008 Item No. 7B <br />Page 2 <br />On November 3, 2008 the City Council reviewed and discussed the October 20, <br />2008 recommendation of the Streets and Utilities Committee as an agenda item <br />of their Work Session. Members of the Streets and Utilities Committee were <br />present to participate in the discussion with the City Council. A copy of the Staff <br />Report prepared for the November 3, 2008 City Council Work Session is <br />attached to this Staff Report for reference. <br />Discussion: <br />Based on the actions of the Streets and Utilities Committee and the discussion at <br />the November 3, 2008 City Council Work Session, the recommendation <br />regarding the sidewalk location on Red Oak Drive, south of Hillview Road is <br />being presented to the City Council for consideration of formal adoption via <br />resolution. <br />Given the information provided in the attached Staff Report from November 3, <br />2008, only a brief review of the design issue is stated below. <br />Red Oak Drive, South of Hillview Road – Sidewalk Location <br />Red Oak Drive is identified as a proposed corridor on the Comprehensive Trails <br />and Sidewalks plan. As part of the 2009-2010 SUIP, is it proposed that <br />pedestrian/bicycle traffic for the segment of Red Oak Drive from Long Lake Road <br />to Hillview Road will be provided for by an on-street lane along the west side of <br />the street. <br />Staff prepared a memo outlining the options for providing a pedestrian corridor <br />on the segment of Red Oak Drive, south of Hillview Road, for review by the <br />Streets and Utilities Committee. The proposed lane configuration for this <br />segment of Red Oak Drive does not provide for an on-street shared lane for <br />pedestrian/bicycle traffic. However, there is adequate space available for a <br />standard 6.5-foot wide sidewalk within the boulevard on either side of Red Oak <br />Drive. <br />As noted in the Staff Report for the November 3, 2008 Council Work Session, the <br />Committee discussed the various options for the sidewalk location on Red Oak <br />Drive, south of Hillview Road, at their October 20, 2008 meeting and <br />subsequently made the recommendation to the City Council that the sidewalk be <br />constructed on the east side. <br />Proposed Resolution 7359 included with this Staff Report would adopt this <br />recommendation of the Streets and Utilities Committee.
