Public Meeting to Discuss Parking Issues at Hillview Park. 3 <br /> 4 <br />Clerk Administrator Ericson noted that this meeting was set to take public comment on parking 5 <br />issues at Hillview Park. The Park and Recreation Commission has expressed concern with the 6 <br />encroachment of parking into the park area. Staff notified 55 properties, the Streets and Utilities 7 <br />Task Force, and the Park and Recreation Commission about the meeting. 8 <br /> 9 <br />Josie Warren of 8044 Greenwood Drive said that she has lived here since 1977 and she is in 10 <br />favor of the proposal to provide additional parking for Hillview Park. She then said that the City 11 <br />began upgrading park buildings including Hillview and, she questioned the cost of that building 12 <br />and was told that it was needed to provide a neighborhood gathering space and promote park use. 13 <br />Hillview Park does not have adequate parking for the new building. 14 <br /> 15 <br />Russ Warren of 8044 Greenwood Drive said that with the parking on Hillview. He is not that 16 <br />concerned about the number but, if the park building is to be an attraction to residents, then the 17 <br />parking is needed. He then said that he is more concerned about Greenwood because he drives 18 <br />the street between 5:00 and 8:00 p.m. and he would like to consider indenting the parking that 19 <br />would leave more space between the driver and the people walking. Mr. Warren indicated that 20 <br />he does not feel that if this is done here, that it has to be done in other locations, however, it 21 <br />would have to be looked at for other locations. 22 <br /> 23 <br />Valerie Amundsen, 3048 Bronson Drive said that she is on the Streets Committee and she did 24 <br />read over the document that the Parks Commission submitted and wanted to comment. The 25 <br />recommendation of the Streets Committee came because there was information submitted that 26 <br />there was a parking need that was not being met. 27 <br /> 28 <br />Ms. Amundsen said that if the City decided to spend park funds on this facility then the parking 29 <br />should be provided to support it. The Committee is trying to make sure that the nine years of 30 <br />streets get done. She was the person who suggested using some of the park dedication funds 31 <br />because there were funds that were to be used for the other trail and that was her thinking. 32 <br /> 33 <br />Gerald Arel of 7750 Greenwood Drive said that he is a Park Commission member and a member 34 <br />of the baseball league who uses the park. The Park Commission had a number of reasons for its 35 <br />recommendation against the proposed parking on Greenwood and Hillview. He then said that 36 <br />safety is a number one concern. Mr. Arel said that he feels that this parking would have a cost to 37 <br />the park in terms of safety and that is why they have recommended against it. 38 <br /> 39 <br />Mayor Marty said that he has coached since T-ball and Gerry does come out and tours the games 40 <br />as they go on to see how things are going. He then said that the most active use of that park in 41 <br />his opinion, is the baseball. 42 <br /> 43
