City of Mounds View Page 1 <br />Ardan Avenue Drainage Subdistrict Analysis 000435-07129-0 <br />CITY OF MOUNDS VIEW <br />Ardan Avenue Drainage Subdistrict Report <br />1.BACKGROUND <br />The Ardan Avenue Drainage Subdistrict Report dated March 30, 1989 (“1989 Report”) was prepared for <br />the City as a follow-up to previous reports that identified stormwater improvements aimed at addressing <br />drainage problems identified within the Ardan Avenue Drainage Subdistrict. The main purpose of the <br />1989 Report was …to insure that the Long Lake Road storm sewer has adequate capacity to serve the <br />Ardan Avenue Drainage Subdistrict1, as Long Lake Road was scheduled to be reconstructed in 1991. More <br />broadly, the 1989 Report sought to characterize known flooding problems, develop feasible solutions to <br />these problems, estimate costs for the proposed improvements, and address other related issues within <br />the Ardan Avenue Drainage Subdistrict. A copy of the 1989 Report is included in Appendix A. <br />The 1989 Report outlined a number of stormwater improvements in the study area between Ardan <br />Avenue and Sherwood Road, and between Knollwood Drive and Long Lake Road to address the known <br />drainage issues in this area. Figures 1-3 in the 1989 Report identify the extents of the study area and the <br />recommended stormwater improvements proposed in the 1989 Report. It should be noted that the <br />stormwater improvements identified in the 1989 Report are not entirely consistent with the <br />recommended improvements from previous reports addressing drainage issues in the study area. The <br />1989 Report includes a brief discussion regarding why certain stormwater improvements identified prior <br />to the 1989 Report were no longer recommended. <br />Based on the storm sewer design recommendations in the 1989 Report, the utility improvements <br />associated with the reconstruction of Long Lake Road include the recommended 48-inch Reinforced <br />Concrete Pipe (RCP) stub at the intersection of Long Lake Road and Ardan Avenue. This 48-inch stub was <br />installed to connect to the large diameter trunk storm sewer proposed in Ardan Avenue, per the <br />recommendation of the 1989 Report (see Figure 3 in Appendix A). <br />2.INTRODUCTION <br />We have performed an initial review of the 1989 Report and essentially confirmed its findings. However, <br />it appears that the stormwater improvements proposed in the 1989 Report may not be warranted to the <br />level being proposed based on the perception of long-time City Staff and residents living in the study <br />area. City Staff recall receiving complaints from residents in this area regarding rear yard nuisance <br />flooding on properties north of Ardan Avenue following heavy rains, however, the improvements <br />proposed in the 1989 Report appear to go well beyond what is necessary to address these rear yard <br />nuisance flooding issues. <br />Other concerns were noted with the 1989 Report as well. The Study assumed that the East Detention <br />Pond (see Figure 3 in Appendix A) would be constructed by a developer. However, under present <br />conditions the City would need to acquire land and construct the pond. This pond cost coupled with cost <br />of storm sewer improvements identified in the 1989 Report represent a significant cost to the City (see <br />Section 6 in this report for cost estimate information). In addition, the 1989 Report improvements would <br />be physically challenging. The proposed pipes are large diameter, and given the existing topography <br />would be extremely shallow, especially on Sherwood Road. It would be very difficult, and perhaps not <br />even possible, to construct the proposed trunk storm sewer as recommended in the 1989 Report. <br />11989 Ardan Avenue Drainage Subdistrict Report – Page 1
