MINUTES <br />I-35W/CR H Interchange PMT #8 <br />December 4, 2008 <br />9:00 am <br />City of Arden Hills <br />Copies to:PMT Members <br />Meeting Attendees: Mark Maloney, Jim Tolaas, Marc Goess, Jim Aswegan, Matt <br />Shands, Chris Chromy, Ron Moorse, Mark Benson <br />I.Traffic Forecasting Updates <br />A.Meeting with Mn/DOT Metro on November 25 <br />1.Regional network assumptions have changed <br />a.Completion of I-694 and TH 610 are no longer in Mn/DOTs TSP plan. The Met <br />Council network still includes them. Mn/DOT requested that SEH perform a <br />sensitivity test on its forecast to determine the affect of removing these <br />improvements from the regional model. A summary sheet showing the forecast <br />changes was distributed. The forecast along I-35W did not change significantly. <br />However the forecast along TH 10 and I-694 dropped while the forecast along <br />Highway 96 increased. <br />2.TCAAP Master Plan densities have been reduced resulting in a projected reduction of <br />15% vehicle trips. <br />3.Discuss pros/cons of new forecast <br />a.Mn/DOT forecasting staff is currently reviewing the above results and will report <br />back to SEH with a recommendation. <br />b.Mark Maloney raised concerns that the communities have not been told that I-694 <br />is no longer in Mn/DOT’s plan. <br />c.Mark Maloney raised local concerns regarding changes to the CR I interchange. <br />Rice Creek Parkway was built by the city to function as a city street. Any <br />changes to CR I access would increase the role and function of Rice Creek <br />Parkway which the City of Shoreview does not support. <br />II.Traffic Modelling Update <br />A.Meeting with Metro on November 5 <br />1.Still determining modeling scenarios <br />2.Waiting for direction on the forecast and CR I <br />III.Preliminary Design Update <br />A.Layout has not changed over the last few months <br />B.Waiting for CR I resolution <br />C.Marc Goess mentioned that Mn/DOT has the CR 10 bridges over I-35W in its program for <br />2018. <br />IV.Next Steps/Process for Approvals <br />A.Schedule meeting with FHWA once Mn/DOT, Ramsey County and the communities agree to <br />the resolution of the CR I access. <br />V.Proposed Schedule <br />A.Complete preliminary design – Fall 2009 <br />B.Complete Final Design – Fall 2010 <br />C.Construction – Spring 2011 thru Summer 2012
