Item No: 7B <br />Meeting Date: December 22, 2008 <br />Type of Business: CB <br />Administrator Review: _____ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7381 Approving The Findings Of The Ardan <br />Avenue Drainage Subdistrict Analysis <br />Background: <br />On March 24, 2008 the City Council adopted Resolution 7243 ordering the 2009-2010 <br />Street and Utility Improvement Project. <br />In 1989 a Report had been performed on the Ardan Avenue Drainage Subdistrict <br />(1989 Drainage Report), which identified proposed trunk storm sewer improvements that <br />would impact the project area of the 2009-2010 Street and Utility Improvement Project. <br />On November 24, 2008 the City Council adopted Resolution 7361 authorizing a new <br />analysis to be performed of the Ardan Avenue Drainage Subdistrict (2008 Drainage <br />Report). The purpose of the new 2008 Drainage Report would be to identify alternatives <br />to the improvements proposed in the 1989 Drainage Report. <br />Discussion: <br />As noted in the Staff Report for November 24th, the 1989 Drainage Report proposed a new <br />east-west trunk storm sewer along Ardan Avenue, a new storm sewer along Sherwood <br />Road, and a new regional storm water pond, called the “East Detention Pond”, located <br />north of the intersection of Sherwood Road and Greenwood Drive. A figure from the 1989 <br />Report showing these facilities is included with this Staff Report for reference. <br />Concerns over the proposed improvements in the 1989 Drainage Report included high <br />cost, physical challenges, the need to acquire land for the pond, and the concept of <br />constructing a regional pond. <br />In general, the goals of the new 2008 Drainage Report were to determine whether the <br />improvements from the 1989 Drainage Report were necessary, or if an alternative could be <br />identified that would eliminate the regional pond and trunk storm sewer on Sherwood <br />Road, while still increasing the efficiency of the storm sewer system.
