Item No: 3
Meeting Date: February 1, 2016
Type of Business: Work Session
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: James Ericson, City Administrator
Item Title/Subject: Discuss Recruitment Process for Police Chief Position

Introduction:

On January 12, 2016, Police Chief Tom Kinney submitted his notice of retirement, effective
April 29, 2016. Chief Kinney has been police chief since 2010, after serving as interim
chief for a year. Chief Kinney has worked for the Mounds View Police Department for over
thirty years and we are thankful for his service to the community.

Discussion:

Assuming that the City Council would like to advertise externally to fill this position, the
following potential timeline could be employed:

Feb 8, 2016: Council approves authorization to advertise position
Feb 9, 2016: Job posting goes live on LMC page, our page and elsewhere
Mar 4, 2016: Deadline to submit applications
Mar 11, 2016: Applications reviewed and ranked
Mar 25, 2016: Supplemental testing on top candidates
Apr 1, 2016: Interview top candidates
Apr 11, 2016: Background & psych testing on top 3 candidates
April 18, 2016: Police Civil Service Commission creates eligibility list
Apr 25, 2016: City Council approves hire of new Police Chief
May 9, 2016: Start date of new Police Chief

The dates can be compressed a bit to eliminate the gap between Chief Kinney’s last day
and the new Chief's start date. (If an executive search firm were employed, the timeframe
could be compressed further.)

Recommendation:

Review the attached job description, the minimum requirements and the draft recruitment
timeline and provide direction to staff as to how the Council would like to proceed.

Respectfully submitted,

________________________
James Ericson
City Administrator
