<br />Item No: __1__ <br />Meeting Date: March 7. 2016 <br />Type of Business: Work Session <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Planner <br />Item Title/Subject: Review Zoning Code Language Regarding Carports and <br />Temporary Structures <br /> <br /> <br />Introduction: <br />Accessory Buildings include any structure other than the home or principal building. <br />This includes, but is not limited to carports. The Zoning Code regulates the placement, <br />size, and appearance of Accessory Buildings based on what zoning district the property <br />is located in. Recently, the City has taken enforcement action on carports (Accessory <br />Buildings) which violate the Zoning Code, but some of the ordinance text is unclear if <br />the intent is to permit Accessory Buildings with “metal” exteriors. <br /> <br />In summary, within residential districts, carports with metal exteriors are permitted, while <br />tarp-like exteriors are not (excludes greenhouses). <br /> <br />Staff is requesting that the City Council discuss regulations of Accessory Buildings and <br />provide Staff direction if clarification is needed. The basic question is, is the Council’s <br />intent to allow carports with metal exteriors, and if so, in which zoning districts? If <br />clarification is needed, Staff will propose a text amendment at a future meeting. <br /> <br />Discussion: <br />This topic was previously discussed by the City Council on September 2, 2014 and <br />October 6, 2014 (both Council Work Sessions). The discussion was specific to allowing <br />tubular structures with tarp-like exteriors. At that time, the Council’s consensus was to <br />not change the ordinance (i.e. prohibit tarp-like exteriors). <br /> <br />Within the R-1, R-2, R-3, and R-4 districts, the Zoning Code permits up to three <br />Accessory Buildings. The maximum size is 952 sq ft. (1,800 sq ft combined for all <br />Accessory Buildings, or 20% of the rear yard, whichever is less). If the Accessory <br />Building is more than 250 sq ft, then the roof shall match or be similar to that of the <br />home. A Conditional Use Permit (CUP) may be issued for an Accessory Building <br />exceeding 952 sq ft. <br /> <br />Within the R-5 district (manufactured home parks), the maximum size of an Accessory <br />Building may be 216 sq ft. The district is not specific to tarp-like vs. metal exteriors. <br /> <br />Within the B-1, B-2, B-3, and B-4 districts, Accessory Buildings are limited in size to <br />30% of the gross floor area of the principal building. An IUP may be issued for a <br />temporary (6 months) tent, limited in size to 5,000 sq ft, or 10% of the gross floor area <br />of the principal building. <br /> <br />Within the B-3, and B-4 districts, Accessory Buildings shall be constructed of the same <br />materials as the main structure.
