<br />Item No: 5 <br />Meeting Date: April 4, 2016 <br />Type of Business: Work Session <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Review Possible Moratorium Regarding Liquor Licenses <br /> <br /> <br />Introduction: <br /> <br />At the March 28, 2016, meeting, the City Council indicated that it would like to discuss <br />the possibility and process associated with enacting a moratorium prohibiting any new <br />liquor licenses in the City. <br /> <br /> <br />Discussion: <br /> <br />MN Statutes does not limit the number of off-sale liquor licenses that the City of <br />Mounds View may issue, however state law DOES limit the number of ON-sale licenses <br />to no more than twelve for a city of our population. There are presently four off-sale <br />licensed establishments (three intoxicating and one 3.2% license) in the community and <br />three on-sale licensed establishments. <br /> <br /> <br />Recommendation: <br /> <br />Discuss whether it makes sense to enact a moratorium to provide the City Council with <br />ample time to review whether the City should limit the number of liquor licenses issued <br />by the City of Mounds View.
