<br /> <br /> <br />ORDINANCE NO. 916 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />AN ORDINANCE AMENDING TITLE 1000, CHAPTER 1006, SECTION 1006.06, OF THE <br />MOUNDS VIEW MUNICIPAL CODE REGARDING CERTIFICATES OF OCCUPANCY <br />AND ESCROWS <br /> <br />The City of Mounds View Ordains: <br /> <br />SECTION 1. The City Council of the City of Mounds View hereby amends Section 1006.06 of the <br />Mounds View Municipal Code by adding the underlined material as follows: <br /> <br />Subd. 5. Certificate of Occupancy: <br /> <br />a. No building or structure can be used or occupied, and no change in the existing <br />occupancy classification of a building, structure or portion of a building or structure can be <br />made until the building official has issued a certificate of occupancy for the building or <br />structure. Issuance of a certificate of occupancy is not approval of a violation of the code or <br />ordinances. Occupancy may be granted by the Building Official upon receipt of an escrow from the <br />applicant prior to completion of the following items: <br /> <br />1. Seed/ Sod <br />2. As-built grading survey (covers grading and survey completion) <br />3. Driveway <br />4. Curb cut for new driveway and removal/replacement of old curb cut <br />5. Control of site erosion <br />6. Removal of debris including site clearing, construction, existing structures, etc. <br />7. Stormwater management/drainage features <br />8. Any other items as determined by the Building Official <br /> <br />b. The escrow amount collected shall be in an amount established by resolution of the City Council. <br /> <br /> <br />SECTION 2. In accordance with Section 3.07 of the City Charter, City staff shall have the <br />following summary printed in the official City newspaper in lieu of the complete ordinance: <br /> <br />On May 23, 2016, the City Council adopted Ordinance 916 that amends Section 1006.06 of <br />the Mounds View City Code to require issuance of Certificates of Occupancy for new <br />construction or changes of building usage, as determined by the Building Official, prior to <br />such space being occupied. Occupancy may be granted by the Building Official prior to <br />certain work being finalized upon receipt of an escrow in an amount approved by the City <br />Council. <br /> <br />A printed copy of the ordinance is available for inspection during regular business hours at <br />Mounds View City Hall and is available on line at the City’s web site located at <br />www.ci.mounds-view.mn.us. <br /> <br />
