He then asked Council to set a re-inspection fee high enough to make 1 <br />it an incentive not to require a third inspection. 2 <br /> 3 <br />Council Member Mueller thanked Staff for the well thought out and well prepared report. She 4 <br />then said that it is extremely important to move forward with this, especially since rentals will 5 <br />increase with the existing housing market conditions. 6 <br /> 7 <br />Council Member Flaherty indicated that the thing that was most important to him was having a 8 <br />local agent that is easily accessible to City Staff should a situation arise. 9 <br /> 10 <br />Mayor Marty said that he likes the fee reduction for participation in the Ramsey County Crime 11 <br />Prevention Program. 12 <br /> 13 <br />Mayor Marty said that he feels this is an excellent report that is well presented. 14 <br /> 15 <br />Mayor Marty agreed that setting the re-inspection fee at $47.00 which is higher than actual cost 16 <br />as an incentive not to have a re-inspection. 17 <br /> 18 <br />Mayor Marty asked if there is information on square footage and maximum occupancy. 19 <br /> 20 <br />Housing Inspector Anderson indicated that the City has adopted the International Property 21 <br />Maintenance Code and that document does regulate the number of occupants by habitable square 22 <br />footage and that is at 50 square feet per person. 23 <br /> 24 <br />Mayor Marty commented that in the rental dwelling licenses not required for licenses he is 25 <br />concerned about allowing only one person per room with the two people for two bedrooms. 26 <br /> 27 <br />Housing Inspector Anderson indicated that Staff has come to the conclusion that some of this is 28 <br />zoning related. He then said that the intent is not to split up a family but he can work on clearing 29 <br />up the wording. 30 <br /> 31 <br />Mayor Marty noted the annual fee shall be paid within 30 days and then lists certification levels 32 <br />but he does not see anywhere in the document where the levels are defined. 33 <br /> 34 <br />Housing Inspector Anderson indicated that the information is contained in the policy and in 35 <br />handouts but Staff can add them if that is helpful. 36 <br /> 37 <br />Mayor Marty asked to reference the policies so they know where to find the information. 38 <br /> 39 <br />MOTION/SECOND: Mueller/Marty. To Waive the Reading and Introduce the First Reading of 40 <br />Ordinance 802, Amending Chapter 1012 Expanding the Scope of the City’s Rental Dwelling 41 <br />Licensing Program. 42 <br /> 43 <br />Council Member Mueller asked whether there is an appeals process if a license is before Council. 44 <br /> 45
