Item No: 07A <br />Meeting Date: February 25, 2008 <br /> Type of Business: CB <br />City Administrator Review: ______ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br /> <br />Item Title/Subject: Resolution 7227, Approving a Charitable Gambling Permit for <br />Community Charities of Minnesota to Conduct Charitable Gambling at <br />The Mermaid located at 2200 County Highway 10 in Mounds View <br /> <br /> <br />Community Charities of Minnesota, a non-profit charitable organization, would like to hold <br />charitable gambling on a permanent basis at The Mermaid located at 2200 County Highway 10 <br />in Mounds View. They currently hold a permanent charitable gambling license with the City <br />and request to renew their permit. <br /> <br />Staff submitted a Charitable Gambling report to the City Council at the February 11th City <br />Council Meeting (report attached). Staff reported that the organization was not able to give <br />contributions to the trade area due to a theft in December of 2007. Staff did discuss the theft <br />with the Mounds View Police Department and the investigation is still ongoing. Mark Healy, the <br />Assistant Gambling Manager of Community Charities of Minnesota, will be attending this <br />meeting to answer any questions the City Council may have. Community Charities of <br />Minnesota would like to continue to do business in Mounds View, and indicated to Staff their <br />determination and dedication in contributing to the trade area. <br /> <br />Community Charities of Minnesota conducts fundraising to include golf tournaments and <br />charitable gambling with the proceeds donated to food shelves, post prom parties and summer <br />education programs for Minnesota Youth to name a few. <br /> <br />Community Charities of Minnesota main office is located in Mankato, Minnesota. They have <br />been in existence since the early 1980s, and have 30 active members, which meets the <br />requirements of the Mounds View City Code. A list of current member is on file with the City. <br /> <br />The Gambling Control Board requires that local unit of government (city or county), pass a <br />resolution specifically approving or denying the Premises Permit Application. This resolution <br />(approving or denying the application) must be voted on and the resolution forwarded to the <br />Minnesota Gambling Control Board. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of Premise Permit to permit Charitable Gambling for Community <br />Charities of Minnesota at the location stated above, and will be monitoring their contributions <br />closely.
