Item No. 3. <br />Meeting Date: November 7, 2016 <br />Type of Business: Work Session <br />City Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brian Erickson, P.E., Director of Public Works /City Engineer <br />Item Title/Subject: Local Water Supply Plan <br /> <br />Introduction <br />State Statute 103G.291, requires all public water suppliers that operate a public water distribution system, <br />serve more than 1,000 people and/or all cities within the seven-county metropolitan area, must have a water <br />supply plan approved by the DNR. These plans must be updated and submitted to the DNR for approval every <br />10 years. This requirement is designed to encourage communities to deal proactively with providing <br />sustainable drinking water for citizens, businesses, and industry. <br /> <br />Discussion <br />The Minnesota Department of Natural Resources (DNR) and the Minnesota Department of Health (MDH) <br />provide oversight and direction regarding public water suppliers. In particular, the DNR is responsible for <br />managing the overall groundwater supply in the state and the MDH provides direction regarding the distribution <br />system to insure the public’s health is protected. <br /> <br />State Statute 103G.291 provides guidelines regarding the water supply plans and in general the plan must <br />address: <br />• Projected demands <br />• Adequacy of the water supply system and planned improvements <br />• Existing and future water sources <br />• Natural resource impacts or limitations <br />• Emergency preparedness <br />• Water conservation <br />• Supply and demand reduction measures <br />• Allocation priorities <br /> <br />In light of this, the DNR has put together a Local Water Supply Plan Template to assist the public water <br />suppliers in preparing their plans and to ensure that all the required items are addressed. Staff is currently <br />working on this template and once completed will submit to the DNR for review and approval. As part of the <br />process the DNR will forward this to the Metropolitan Council for review. Once approved by the DNR, staff will <br />return to City Council for official adoption. It is anticipated that this will not occur until the second quarter of <br />2017 as there are 130 plans due by December 31, 2016. <br /> <br />Staff will provide an overview of the Local Water Supply Plan template and discuss upcoming steps for <br />completing this prior to the deadline. <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br />Brian Erickson, P.E.
