Item No. 1. <br />Meeting Date: August 3, 2015 <br />Type of Business: Work Session <br />City Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brian Erickson, P.E., Public Works Director/City Engineer <br />Item Title/Subject: Ramsey County Road 10, County Road H and I-35W <br />Interchange Project <br /> <br />Introduction/Background <br />Ramsey County is in the process of a significant improvement program along the I-35W corridor <br />in the 2015 and 2016 construction seasons. For Mounds View, the improvements planned for <br />County Road 10, County Road H and I-35W will have the largest impact going forward. <br />Throughout the planning and design phase Mounds View has been included in the process as a <br />member of the Project Management Team (PMT). The PMT also includes technical staff from <br />Mn/DOT, FHWA, Arden Hills, Metro Transit, RCWD and several engineering consultants. <br /> <br />At the Work Session on December 1, 2014, Beth Engum, Ramsey’s County’s Project Manager <br />along with the previous Public Works Director, Nick DeBar, discussed the extent of this project. <br />During that discussion, Ms. Engum provided the Council with an overview of the planned <br />improvements including updates on Highway 96, TCAAP infrastructure improvements and the <br />Rice Creek Remeander project. On April 6, 2015, Ramsey County returned to Council to <br />discuss the updated layout that was prepared. This revision was made in order to address <br />concerns from local business regarding the proposed closure of Clifton Drive to left turns out <br />onto County Road H. <br /> <br />Discussion <br />Since the April Work Session, the layout for this project has been refined based on input from <br />the City and business owners. This revision now includes roundabouts on both the east and <br />west sides of I-35W. The western roundabout provides a solution which allows for access to I- <br />35W without requiring a difficult u-turn. Additionally, Ramsey County has updated budget <br />information for the project which will be provided at the work session. <br /> <br />On August 24, 2015, Ramsey County will be seeking municipal consent regarding this project. <br />In general, Ramsey County follows Mn/DOT’s municipal consent process used when performing <br />their road projects. As part of the municipal consent request, a public hearing has been <br />scheduled to allow for City Council to hear comments from the public at large. Staff has sent <br />letters to area business and property owners with information regarding both the work session <br />and upcoming public hearing. <br />
